Tsubaki was an ordinary child born to magus parents before the war. As members of the American group who wanted to duplicate the Holy Grail War, they also attempted to copy and improve upon the work of Zouken Matou. In doing so, they created a magical bacteria and injected it into their daughter, placing her in a coma, but making her a powerful Master in the process. They placed her in a hospital where she has remained since.
Tsubaki seems to be quite ordinary, expressing all the whims and wants of an average child her age. She expresses no fear towards the manifestation of her servant as a black mass, perhaps implying some awareness of its nature as her subordinate. Her simple wish for a birthday cake, seems to show she has no spite or anger towards her parents despite their actions.
Originally, after being rendered comatose, Tsubaki's parents had intended to use her as nothing more than a puppet master, with her not even being conscious for the summoning of her own servant. This however failed as their servant was quickly devoured by the manifestation of Tsubaki's Pale Rider. From here it is revealed that while her body is unresponsive, Tsubaki's mind remains awake in a form of open subconscious, where all of Rider's victims consciousness are deposited and where they are forced to bend to Tsubaki's every desire.
Tsubaki has no formal training as a magus, but her body is host to a colony of magical bacteria which gives her excellent ability at circulating energy. In her comatose state she also has access to a subconscious realm not unlike a Reality Marble, where the minds of those who Rider possesses are deposited and must obey Tsubaki.
